I cannot make a hex selection when I go into WPBakery and try to set a background color of a row. I need to upload hex values to style individual parts of the site. Is there something blocking this with the template?!

No, nothing is bloccking the color picker field where you add hex value, i have just tested it and please see the screenshot belo:
Please try making the popup window in WPBakery window wider. Or it could be any third party plugins beyond what is included with the theme. If so, deactivate all third party plugins and do try.
