Is it possible to control the urls on the images added to the Itinerary tabs?
I would like to use one of these to put the tour guide for the trip and have the caption link to the guide page.

The image itself has permalink added by WP, however, from your screenshot, you have circled the caption / description section, so I guess you would like to add url to the caption. If so, then please try this. Edit the image, and it will open in new window, and where you see caption, enter your a href link as shown below:
